Under the general direction of the California High-Speed Rail Authority’s (Authority) Chief of Administrative Resources, the Staff Services Manager (SSM) II (Specialist) handles the most complex and challenging facility projects, space planning, solicitation and awarding of bids for major workspace and office alterations and construction, office relocations, statewide facility operations, building lease negotiations, and a variety of special projects as defined below. This position serves as a space and leasing expert for the Authority, providing complex information to high-level executive team members in clear, understandable format with minimal direction or oversight.

Part-time telework is available for this position for up to three days per week for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.
While working on-site, the incumbent works in a professional office environment, in a climate-controlled area which may fluctuate in temperature and is under artificial light. The incumbent will be required to use a computer, mouse, and keyboard, and will be required to sit for long periods of time at a computer screen. Employee must be able to focus for long periods of time, manage multiple tasks, adapt to changes in priorities, and complete tasks or projects with short notice. Employee must develop and maintain cooperative working relationships and display professionalism and respect for others in all contact opportunities.A Statement of Qualifications (SOQ) is required for this position. • Extensive experience utilizing space planning design systems.

• Ability to express ideas and information in written form clearly, accurately, and in an organized manner.
• Ability to express ideas and facts orally in a clear and understandable manner and make clear, concise presentations regarding complex and extensive data.
• Ability to understand the importance of meeting business needs through innovative solutions.
• Writing, editing, and analysis experience particularly in the areas of report writing and research.
• Advanced experience as a project manager and or project administrator.
• Ability to independently manage multiple tasks, be creative, highly motivated and handle rapidly changing priorities.
• Ability to promote and be accountable for customer satisfaction and quality service.
• Good working knowledge of all laws and regulations related to Title 2, the Americans with Disabilities Act, and the State Administrative Manual.
• Experience coordinating with control agencies such as Department of General Services, Department of Finance, and State Controller’s Office, for space planning and lease management.
• Experience in facilities procurements for critical assets and space planning contracts.
• ADA compliance and ergonomics experience.
• Expert level experience analyzing building codes and safety requirements to ensure compliance for a department or organization.
